Performance Pay Reduction
The state budget that was recently signed included an indefinite (probably permanent) suspension of performance pay (2.75%) beginning May 29. The effective date of the bill (HB2003) is June 15- so that’s the day that the reduction will be actually implemented. But since this is in the middle of a pay period, we won’t begin to actually remove the performance pay from your paycheck until the pay period that begins on June 26 and ends on July 9. This creates an 11-day gap between when the funds will be reduced from the Department’s budget and when your pay will actually go down. This “gap” amount totals about $70K for the agency- and I’ve asked Jim Humble to find a way to make this up with some vacancy savings or other operating funds. The bottom line is that your paychecks for the performance pay reduction will kick in during the June 26 – July 9 pay period.
FY ’10 Furlough Day
We’ll also all be taking one furlough day in what remains of FY 2010. Since we need to capture the furlough funds this fiscal year, we need to complete our FY ’10 furlough by June 11th. Your furlough day could technically be on any of your regularly scheduled work days- but please coordinate your FY ’10 furlough day with your team so that you have appropriate coverage at all times. If you work at the Hospital- your team will also need to make sure we’re covered for our patients and residents.

State Government will also take for 6 furlough days next fiscal year. The ADOA has pre-identified these furlough days for most everybody… and most people will be taking them together. Most of state government will shut down on those days, which will be:

You can check the calendar, but I think these are on Fridays or tied to a holiday. Obviously we can’t shut down the Hospital on these days, so we’re working on a plan for the Hospital (and maybe Vital Records) to have flexible furlough time that will allow us to take care of our patients but also achieve the salary savings

The Future
I’m not a fortune teller, but there may be more to come in the mid-term if the temporary sales tax increase referral (also known as Proposition 100) isn’t approved by Arizona’s voters. We’ll need to wait and see the results of that election on May 18.
I’ll try to get out a more comprehensive list of our newest service reductions etc. that were in the recently passed budget.
Has anyone thought to offer part time/ job sharing to state employees? I can imagine there are many employees (my self included) who would be willing to work 20 to 32 hours per week to maintain the health insurance but would also like to reduce the possibilty of layoffs for other employees and also to reduce the furlough option for those who count on their full check every payday.
