A prospective dispensary applicant came to our offices this morning in an effort to submit an application for a dispensary registration certificate. We declined to accept the application because, as I wrote on Friday, we won’t be accepting dispensary registration certificate applications until the outcome of legal action filed last week.
There were several members of the media present when the prospective applicant arrived. One of the reporters asked me a question about how the decision was made to halt the acceptance of dispensary registration certificate applications. I want to clarify my answer to that question. The decision to halt the acceptance of dispensary registration certificate applications was collaborative. It was the result of multiple discussions that followed the May 2 letter from the U.S. Attorney for Arizona – including conversations involving myself, the Governor, legal counsel and staff. It’s most accurate to say that the Governor and I reached the decision to suspend the acceptance of dispensary applications in consultation and coordination, as is typical for an issue of this significance.
How were they going to submit an application with no application form? Do you expect this to be worked out in a short period of time or do you think it could drag out for some time?

Are registered patients still allowed to grow their plants if they got cultivation status?
I think many of us were waiting for dispensaries but since it looks like that wont happen we may need to start cultivating etc.

Yes, qualified patients who received cultivation status are allowed to grow their own.
Will… how can you be running this program and not know basics about marijuana, as in the fact that it can be cloned? I would really advise that you go buy a grow manual or DVD, and educate yourself. I would also request that you include depression amongst the “debilitating” illnesses that are on your list. I prayed that someday, AZ would wakeup, and I would be able to get an herbal treatment for this serious condition without threat of jail… but it seems my relief will have to wait.
Just curious sir, Is there an ETA on the Change Forms needed by patients to declare a caregiver? I was hoping since patients and caregivers are still being approved, and patients who have found a legitimate caregiver need to seek registration. I firmly believe these forms are an essential part of the process. Thank you.

How will you alert the interested parties, when there is further information regarding dispensaries? Should we be looking here? or somewhere else? Also, if the program is started back up will sufficient time be given that the interested parties can restart processes to get things moving again?

Why is it that you are so against Medicinal Marijuana? I’m a returning war vet with severe P.T.S.D, anxiety/depression, extreme nausea and pain. I’ve tried the Narcotic route and it isn’t for me – I don’t like to feel like a junkie. So what is it that is so bad about smoking a joint to alleviate a wide range of symptoms. I don’t understand the opposition – the people voted – let it be done. Thanks for your time.

Thank you for your service. I know many of our vets are coming home with a lot of serious issues and our Federal Government is not addressing them. I do hope our states will have compassion and live up to the duty of honoring and respecting all of our troops!
If the will of the Arizona voter prevails in the end and the program moves forward what would the likely timeline look like for dispensary applications? Would everything pick up where it left off..basically 3 days before the start of the application period or would there be another ramp up period to the 1 month of application “turn in” time? Would you need to have another 30 day verification of funds or would the first 30 days suffice? I’m sure there are many more questions like these, but any thoughts as to what would progress would be appreciated. Thank you.

Will patients with ‘NOT authorized to cultivate’ cards be able to cultivate, de facto, if dispensaries are prohibited from opening (Brewer/Horne lawsuit)?
If so, will the patient card change fee (non-cultivate to cultivate) be waived since our original limitation of dispensary proximity will no longer exist?

If patients did not specify “cultivate” on their application, the change form is on our website to do so now. The fees will not be waived.
